MEMORANDUM

TO: JOINT MLA/AAHSL LEGISLATIVE TASK FORCE AND GOVERNMENTAL RELATIONS
COMMITTEE

FR: DALE DIRKS AND TERRELL BAPTISTE

RE: HEALTHCARE REFORM LEGISLATION

*Yesterday, the House of Representatives voted 219-212 to approve the
"/Patient Protection and Affordable Care Act/ /(PPACA)" /This is the
comprehensive health care reform bill passed by the Senate on December
24, 2009. Thirty four House Democrats joined all House Republicans in
voting no. The bill will be sent to the White House for President
Obama's signature in the coming days.

Also yesterday, the House approved a separate "reconciliation" bill by a
vote of 220-211. The reconciliation bill makes changes to the "/Patient
Protection and Affordable Care Act"/ that were necessary to secure the
support of a majority of House Democrats for the PPACA. The Senate will
begin consideration of the reconciliation bill tomorrow with a final
vote expected later in the week. This legislation cannot be
filibustered and only needs a simply majority (51 votes) to pass. We
will keep you posted on its progress.

The PPACA and the reconciliation bill include sweeping reforms impacting
patients with chronic diseases. We are in the process of preparing a
comprehensive memorandum on the legislation and will have that analysis
to you soon.
