MEMORANDUM

TO:     THE JOINT LEGISLATIVE TASK FORCE AND THE MLA GOVERNMENT RELATIONS COMMITTEE

RE:     APPROPRIATIONS UPDATE

Today, President Obama signed another short term continuing resolution (CR) that funds all agencies of the federal government at FY10 levels through December 18th.   This action was necessary because none of the twelve appropriations bills for FY11 have been enacted into law and the previous CR keeping the government operational expires today.
In the next two weeks Congress will work to finalize all unfinished business for the year, including the FY11 appropriations bills.   Several possible scenarios exist for completion of the spending bills.  Congress may pass another short-term CR that funds the government into early next year and leave the final decisions on FY11 funding levels to the new Congress.  Lawmakers may pass a full year CR that funds the government at FY10 levels all the way through the end of FY11 (Sept. 30, 2011).  Or lawmakers may finalize the twelve FY11 appropriations bills they have been working on all year and wrap them into a giant "omnibus spending bill."   If this occurs, they might add other pressing bills to the omnibus package; including an extension of the Bush-era tax cuts, an extension of unemployment benefits, and a temporary patch to the pending shortfall in Medicare reimbursement to physicians.  We will keep you posted.
