Subject: [mla-grc] Fwd: House Fails to Override Veto
Dear GRC and Legislative Task Force Members:
As you know, late last week, the House of Representatives convened to
vote on overriding the President's veto of the fiscal year 2008
Labor-Health and Human Services-Education Appropriations bill that
contains funding for NIH, NLM and the provision making the NIH public
access policy mandatory.
Health and Medicine Counsel of Washington (HMCW) advises that a2/3
majority was required to enact the legislation despite the President's
objection. However, the final tally was 277 to 141, literally just shy
of the required 2/3 majority. Congress is in recess until next week.
HMCW staff advise that Congress has several options for proceeding with
the bill and they should have a better understanding of how this could
play out next week. Please watch for further communication with their
recommendations for next steps to be taken by the medical library
community.
They have provided the attached document which includes roll call
information for last week's House vote.
